From the History of Union County, Kentucky, Page 580: Bailey was thrown from a horse when nine years old, and his hip was dislocated; he was made a cripple for life, and had rather extra privileges in the matter of schooling; he was sent to the common schools very steadily for about eight years. He had always lived in Union County, and until 1876 was engaged in farming. In that year he removed to Commercial Point and engaged in the mercantile business. He carried a stock of general merchandise, in dry goods, groceries, hats, caps, boots, shoes and notions. He belonged to the Cumberland Presbyterian Church, having entered that communion in 1858. He was also a member of the Knights of Honor. He owned a residence in Commercial Point, and kept the only hotel in the place. In politics he was a Democrat.
